Talent International is working in partnership with a government organisation in assisting in sourcing a Senior Development Manager on a contract based in Sydney.

 Primary purpose of the role

Responsible for the strategic leadership of Development and Property related activities including co-ordination of Commercial arrangements and development proposals / masterplans and establish and maintain strong relationships with key stakeholders to enable the delivery of the strategy.


Key accountabilities

Delivering organisational and Program objectives by managing a multi-disciplinary team through the full development lifecycle from project inception to completion including: strategic project and master planning; financial feasibility forecasting and budgeting; project briefing and scoping, design and approvals and project delivery, and programme management, devising strategies and implementation plans, appointing consultants, stakeholder engagement, authority approvals, completing strategic partner agreements, works contractor(s) tender, award and delivery within policies and procedures to achieve government outcomes.

Effectively managing consultants and contractors including scoping, selection, procurement and appointment and deliverables; contract and performance management; to deliver in accordance with approved strategy and implementation project plans following the development lifecycle; which embrace government objectives including community engagement; and ensuring time, cost and quality objectives and value for money outcomes are achieved.

Adding value through providing insights and expertise while adhering to approved business case and/or funding; coordinating monthly/annual financial forecasting, budgeting, commitments and expenditure reconciliation; analysing and interpreting project information.

Achieving agreed deliverables using internal controls comprising: effective risk management using internal reporting formats; following organisational policies, processes and approval gateways including preparing: strategy, implementation and delivery approvals; business planning and forecasting; monthly, quarterly, annual and ministerial reporting; while ensuring compliance across government's legislative, environmental, sustainability, WHS, procurement and audit requirements.

Driving project coordination, time quality and cost control processes and systems; including project management and consultant meetings, reporting and gaining necessary approvals and endorsements; managing critical path including lead times, documentation control and coordination, procurement, contractual obligations and deliverables; and managing scope and expenditure within approved delegations.

Cultivating collaborative partnerships across government agencies and private sector stakeholders, influencing outcomes, anticipating and resolving high level issues, source opportunities and achieve interest-based outcomes; building and supporting stakeholder engagement and where necessary translate negotiated arrangements into agreements, deeds or other legal documents.
